Can I help my neice if the same man harrassed us both at different times

My seven year old neice recently came out and told her mother that her father had sexually molested her with a toy while making her watch pornographic videos. My sister took my neice to the police station and had a report done and they did some sort of video taping her thing. Well nothing was done about it because the children see a court appointed psychiatrist that happens to be a friend of my sisters exhusbands and she of course convinced them that my neice was lying. the exhusband called an emergency court date and the judge temporarily gave him full custody of the children. I didnt say anything at the time because of course I knew my sister would be mad at me and because i thought that they would surely take a claim like my neices seriously but when i was a minor her husband was always pressuring me to have sex with him and even touched me once when he thought i was asleep. Is there anyway I can use this information now to help my neice get away from him before he hurts her again? Could I go down to the police station and take a lie detection test and could my sister use that in court? What should I do? Is there anything I can do with this information to help?

I would think that you could contact someone in the local prosecutor's office who deals with these kinds of matters who might well be very interested in learning about your information.

Of course, if your sister finds out about it,

you could still run the risk which apparently deterred you from coming forth shortly after the incident had occurred. (However in balancing the risk of incurring your sister's ire versus a child's right to be safe from molestation, it should be a no brainer.)
