Can you take in a child (Family member) and not claim the child as a deduction and let the parents(GA) claim as a deduction, while I file for head of household in FL?

The IRS rules describe in detail who can claim someone as a dependent on their tax returns based on the child's residency, relationship and amount of support, and you can't make a private agreement as you describe to make up your own rules. But, there are other factors which can be important and change the answer. Your best bet is go to through the tax return instructions for this topic line by line and see which rules you can use to your benefit. There may be child tax credits available, for example.
