Privacy Laws pertaining to SSN's

In the state of florida is it illegal or unethical to require a homeowner to provide their SSN for the purpose of paying interest on property claims for tax reasons

Interest is considered income therefore they may need to get your SSN in order to prepare a 1099 showing interest paid.
