This site asks me to select the 'area of law'? That is part of the problem. Do I have to be a lawyer to use this website? Why is "Public Law" not on the list? HERE IS MY QUESTION - How can I find Public Law 94-564 in a law library?

Please realize that "area of law" is requested so that a response can be prepared by a lawyer experienced in that "area of law." Public law is not an area of law but a label attached to legislative laws passed by Federal or state legislatures. Public Law 94-564, if you are referring to the Federal law, was passed in 1976, amended the Bretton Woods Act by structuring the relationship between the U.S., International Monetary Fund, and United Nations. Advice: visit a law library in person or online, and inquire about Public Law 94-564; you will be directed to such references as the US Legislative History pg 5936, or the USCA which will contain the public law.
