what happens to property when taxes are unpaid for 2 years?

When taxes are not paid, the county holds an auction each year and sells tax certificates to the lowest bidder (they pay the tax and bid on the interest rate they will accept if the certificate is redeemed by the owner or otherwise). After two years, the certificate holder can present the certificate to the county and ask that a tax deed be issued to the property. Once that happens, title passes to the holder of the certificate(s).
