Withholding Child Care Expenses Paid
A day care center is withholding the amount of child care expenses I paid in 2003 information that I need for my taxes because they are erroneously claiming that I have an unpaid balance. Is this legal to do so?

No, the daycare center is required to report to you by 1/31. It sounds like a very sleazy operation to me.
