can you be arrested for driving with a restricted for employment and doctor etc ?

If you mean you are on a business purposes only license, then yes you can drive for employment and to the doctor. Note of warning, however, if you merely have an "employment only" license then you would not be able to drive to the doctor and it is strictly limited to employment.
