is a cargo van, registered in a company name but have a non-commercial, required to stop at an agriculture inspection station?

It depends on the weight, heigth, length, etc., but generally speaking no. An easy way to ask is to call the Florida Dept. of Transportation and tell them the specifics of your vehicle to be sure.
