Are Connecticut passenger restriction applicable to a 16 year old with a Florida license driving in Connecticut?

Regardless of where your license is from, you are ALWAYS bound by the state's laws that you are driving in. So if Connecticut has a passenger restriction of some sort while Florida wouldn't under the same circumstances, then you are bound by Conn. law.
