how and when is it defined as illegal to drive over the white line on side of road?

Depends on the circumstances. Generally though it could be considered a violation of 316.074, Violation of Traffic control device. That said, there is case law that may limit that. Goes back to my first comment, it depends. I suggest that if you are charged with an offense, then you should hire an attorney to fight it.
