Right to Drive
How can the State of Florida deny one the right to drive based on violations that occurred in another state especially when one already has already been convicted of and paid all penalties.

Florida, like most states, is a member of the "Interstate Traffic Compact" which requires member states to honor most traffic convictions in other member states. Some of these convictions may be contested in FL, but they are reviewed on a case-by-case basis.
