Did a new law in Florida just pass about not using cell phones while driving?

No, although it might be a good idea.

Keep in mind that an individual city or county has the right to pass a muncipal ordinance and that might have happened but nothing was passed by the state legislature.

I agree with Mr. Jay's response, and further add that although there may not be a law specific to cellular phones, drivers owe a duty to be attentive to their driving and the conditions, thus, liability and tickets can be issued if one is careless or reckless while driving, even if that carelessness is a result of telephone operations.
