Driving Licence question

my Florida licence has expired and I am driving on my English Licence which is current and providing my passport also. I was ticketed today for not having a valid Florida licence - I was told before by the DOT that I am legal to drive in Florida with a current English Licence as long as I carry my passport - I presented both documents.

Typically, if you are a resident of Florida you are supposed to obtain and maintain a Florida DL. Since you had one which expired I would think that you are not a visitor and are instead a resident. Therefore you would have to obtain and maintain a Florida DL.

Your ticket may be a "fix-it" ticket where you simply get a DL and then go to traffic court and pay a small "administrative fee". Also, DOT is not responsible for driver's license laws, it's Department of Highway Safety and Motor Vehicles (DHSMV) so you may not want to take the advice of someone at DOT related to DL questions.
