Legal Question in Traffic Law in Florida

Duval County Parking citation in private parking lot. FSS 320.06 / 636.101. I was given a citation for improper tag display while my vehicle was unattended at work in a private parking lot,
1. Does the City of JAX Public Parking have the right to issue tickets for non moving violations in private parking lots?
2. I am a St Johns County resident. 320.03.10 leads me to believe that the COJ Office of Public Parking would be required to be a
"authorized electronic filing system agent" for St Johns county to distinguish that my tag was renewed but the sticker was not yet attached (since it is still in the mail 7 days after expiration -- yet it was renewed).

1) They might; it depends on whether the property owner gave permission.

2) They might be but you should contact St. Johns county to be sure. Alternatively, contact an attorney in St. John's.
