Legal Question in Traffic Law in Florida

I have a florida license and borrowed my mom's car to go to work and got into an accident. My name was not on the insurance, but they still covered it because we don't live together and I was just borrowing her car. I later received a letter stating that since there was bodily injury involved, I had to provide proof that I had insurance at the time of the accident or have the person who was involved sign off that they have received all the money. However, the person would not sign the form because they are suing the insurance company for more money so the case is still open and they haven't received anything yet. I had the insurance company fax over a form, but she was unsure of what form to fax over so she just faxed over a random form with the date of insurance on there to prove that the car was insured at the time.

The form was rejected and my license was suspended. I called to see why it was rejected and the lady on the phone said that it was because when they called the insurance company to verify that I was insured, they denied that I was insured. And that makes sense that they would say that because my name isn't on the insurance, but the car was insured and the other person will get all their money when the case is settled. So I asked her what I should do and she wasn't much help, I called my insurance company and everyone tells me something different. Some tell me that there is nothing they can do and others tell me that they will try to send a form, but there are no promises.

I finally spoke with someone on the phone after calling a million times to try and get a person that would actually help me. She reinstated my license over the phone, was extremely nice and everything was fine. Then all of the sudden I got an almost identical letter in the mail as last time, telling me that my license was suspended again for the same exact reason, they denied my paperwork. But I didn't send any paper work, it was just the lady that reinstated it over the phone.

I don't know what to do or who to talk to because no one can give me an answer on what should be done.

You've got a lot of issues going on that can't properly be answered on this forum. I suggest you contact an attorney in your area that handles personal injury cases or insurance law. A traffic attorney will usually not handles these cases.
