Legal Question in Traffic Law in Florida

In Florida, if a licensed driver (a friend) drives a school bus, in which other people underage and of age are consuming alcohol, and gets pulled over for whatever reasons, what are the legal implications that could arise? Can legal trouble apply to the people drinking?

Grey area since limo drivers and taxi drivers are exempt from things like open container laws in these situations. That said, a school bus?? That is probably not going to qualify as a vehicle where drinking is allowed. Best advice get a professional to driver you.
