Legal Question in Traffic Law in Florida

I have a somewhat complicated question that I need help with, please!
My daughter is 23 years old and is divorced. While married they got a loan together for a vehicle and the loan is in both their names. My daughter has the vehicle. Meanwhile, her ex has lots of unpaid parking tickets and now his driver's license is suspended. The dilemma is, my daughter went to renew the registration on the vehicle and cannot because of the above situation and both their names being on the loan. He has no money to pay the tickets, continues to drive on a suspended license and can do nothing to help end this problem. My daughter's credit it totally ruined by her ex's previous purchases, in her name, and cannot afford a lawyer to get this problem rectified. Therefore, my daughter cannot drive her vehicle because of the expired registration and is in a mess not knowing what to do next. Any ideas? Someone told her she could renew the loan in her name only, BUT, her credit score is ruined and fears she cannot get a new loan at a rate she can afford.

You have two separate issues:
1. Car registration: Parking tickets are issued to the vehicle, not to the person who illegally parked the vehicle. No one will be able to renew the vehicle registration until the parking tickets are paid. This has nothing to do with who is named on the bank loan for the vehicle.
2. Car loan: The bank has no obligation to either take her ex-husbands name off the loan or to refinance the loan so that it is in her name only. And why would they want to? They have two people on the hook for the loan. She could always try another bank, but if she has poor credit, for whatever reason, she may not be able to get a loan. If you want to help her, perhaps you would want to get a loan for her or co-sign? But, again, this has nothing to do with renewing the vehicle registration, which cannot be done in any event without paying the parking tickets.
