Leaving scene
Cited for leaving the scene with property damage over $50 actual damage was estimated at $200. No injuries.
Should i seek legal consel; if not what are the possible fines or penalties?

Your looking at a 2nd degree misd., with a max penalty of 60 days in county jail. A more thorough review of your case and prior history would help to advise you how to proceed. I recommend to hire an attorney to handle the criminal court proceedings. Too many mistakes are made when people go at it alone. Repairing the damage isn't always possible.
