is the parking lot at a walmart private or public property?

It depends on the context you are asking about. It is private property for almost all purposes. However, they can't refuse you entry, for example, because of your race and claim it is "private property" and therefore refuse entry. Walmart can refuse you parking since it's not just a free lot for anyone to park and loiter however.
