Is it necessary to file a police report for a parking lot accident with minor damage if one driver admits fault and info is exchanged?

No. It is not necessary to report the accident in a parking lot although it may be adviseable. The person who is friendly and admits responsibility today may have a much different viewpoint tomorrow. In fact, he or she may go and file their own report and say that you fled the lot without waiting for the police.
