Legal Question in Traffic Law in Florida
I received a photo violation for right turn on red because there was a separate illuminated sign indicating "no turn on red" that I did not see.
Is it possible to avoid this fine on the grounds that there is currently pending legislation, bill CS/HB 7071,
prohibiting municipalities from issuing photo violations for right turns on red lights.

It may be possible to wait until after the law (IF and that's a big IF it passes), but even then it may not be retroactive to your case. You have a better defense that it was right on red though. You should have an attorney help you with this.
