Legal Question in Traffic Law in Florida

I recently received a Notice of Delinquent Parking Citation from the City of Tampa saying that I was parking in reserved parking area. The Notice of Delinquent parking citation has my license tag# and a date issued as well as the time. The citation does not give the location nor the officer who issued the citation. I never even received the original citation neither in person or attached to my car, or even by mail. All I have is this notice of delinquent parking citation saying that I am late paying. How can this be when I never received a citation in the first place and am just finding out about the citation because this Notice of Delinquent Parking was sent to my home address. I did not park in any reserved parking area and I never received a ticket that I was aware of what is my defense if any? and should I be required to give the City of Tampa my drivers license and registration in order to get a hearing in the State of Florida (Hillsborough county) City of Tampa? What can I do to get a copy of the original parking citation?

The city of Tampa will often waive the delinquent part if you give them a reason. Maybe it blew away, or some vandal took it off. Who knows. Regardless call them and they will usually work with you to take care of it. You can also get original citation from the city as well.
