In 1990 two tickets were recieved by an individual who then left the state to take care of his ill mother. These remain unpaid. He wants to return but is unsure of the consequences. What legal advice would you give this person?

The question is whether his drivers license has been suspended and whether a judgment has been secured.
Also, are these 'moving violations' or just parking tickets?
This information is a public record and you can go to the courthouse or to DMV and find out if the tickets are still relevant to his status.

Those tickets must be taken care of. They will still be in the system, as will the suspension order.
