Legal Question in Traffic Law in Florida

I let a roomate borrow my car. He toatled my car 1/4 mile away from home. Roomate left sceen of accident and came home in which I called paramedics and he went to hospital. My boyfriend stayed on the sceen and I asked him to have my car towed home and officer declined. We had cash in hand for it and the police did as they wished. Now Im indebted to a car tow company for 800 dollars which I cant afford to pay after getting another car. I offered to give them my title and they're only willing to take 100 off. I feel this is fraudulant am I right?

You should talk to a civil attorney because towing laws can be specialized. A civil attorney would be more appropriate than a traffic lawyer to answer this question.
