when is it necessary to search a vehicle with a dog?

It is never "necessary" to search a vehicle with a dog. The police can only do it if you have not been detained longer than necessary to write the ticket that you were originally stopped for. Also, the US Supreme Court has decided that a dog search is not a search for Fourth Amendment purposes. Therefore, there are a lot of issues to be raised when a dog "search" is conducted.
