Legal Question in Traffic Law in Florida
I have searched different sites for this answer. When does one "dim" headlight constitute a traffic violation in the state of Florida? If it is not a violation what can I do to fix that?

You must use your headlights from sunset to sunrise, including the twilight hours. I am not sure what you mean by a "dim" headlight. There are administrative rules concerning the requirement for lumination.
