Legal Question in Traffic Law in Florida

my son was working for a valet company and was parking a customers car when hit tapped a police car the officer gave him a ticket for careless driving. i thought they gave no fault notices when its on private property this was in orlando fl.

This can get complicated, but officers "usually" don't have authority to enforce traffic laws on private property. He is going to need to get an attorney to argue the legalities of this to the judge.
