is there a statute of limitation on a dwlsr charge if i was never convicted?

Not sure what you mean by never convicted, but the statute of limitations probably doesn't apply to your situation. Once you were given the ticket and a court date, or once you were arrested, the statute of limitations is NOT an issue. Speedy trial may be but I would need more information for that.
