is it possible to sue a person after i settle with the insurance company?

The answer is it depends. Did you sign a release with the insurance company which released the other driver from liabilty. If you received money from a settlement, chances are they required you to sign a release of the driver. However, you should go speak with an attorney in person as I can't offer legal advice without viewing your case in person.
