traffic infraction
can a police officer stand in the middle of the road with no radar in his hand and flag you over and say that you were speeding and he did not show me the proof. is this intrapment

He CAN, but it doesn't make for a good case on his part. No police officer can accurately testify that he knows how fast you were going just based on his vision with no other instrument to back him up. Perhaps another officer caught you on radar and just radioed it in.
It isn't entrapment, by the way.
