Legal Question in Traffic Law in Florida

An unlicensed operator of a vehicle, with permission to operate said vehicle, is involved in an accident. The other vehicle involved is clearly at fault and the driver cited. The at-fault vehicle's insurer is still responsible for the damages to the other vehicle even though the driver was unlicensed, correct?
