what is the meaning of willful misconduct, untitlement under 38 USC 351?
And if willful misconduct can be proved by veteran with new found medical documents from the hospital of record at the time what now good is it for the veteran that has been denied for 44 years.

There isn't a 38 USC section 351 as far as I know. I just handled a willful misconduct case. I would need more info to answer your questions. Feel free to email me directly with a detailed description of the case.
