May an Administrator distribute any sum of money as discretionary distribution from estate bank account to the sole beneficiary?

If past expenses and taxes are paid up to date, but the estate will be open for a while, and the Administrator makes sure to leave enough money for ongoing expenses, in a case where there is no will and no requirement to distribute income, may an Administrator distribute any sum of money as a discretionary distribution from an estate bank account to the sole beneficiary, with further distributions to this beneficiary coming later?
