why does my brother in law need my SSN to give me a monetary gift from his will?

Depends, some attorney's require the SSN to identify the beneficiary. If it is to pass not through probate, such as an insurance, some insurance companies require that info also.

Normally it is not asked for until after his death if it would go through probate. Afterall, he may change his mind and not leave you anything.
If it is from an insurance policy, then it might be different.
