Brother passed away left 3 sisters and a daughter - whi is entitled to disburse property??

The personal representative of his probate estate. That is the person that is appointed by the court in the probate process to handle the affairs of the estate, to collect the assets, pay the debts, and distribute the remaining funds to the appropriate beneficiaries. There are also other summary forms of probate, which directly distribute the property, but those have limitations on the amount of assets, or how they deal with debts of the estate. Your best bet is to contact a local probate attorney and review the matter with him.
Anyone over 18 years of age can apply for personal representative status and handle the probate of the estate. HOwever, the daughter is the only heir and a guardian should be appointed for her to handle her assets until the age of 18.
