my brother has power of attorney over my fathers estate, can he change my fathers will to exclude me?

Doubtful. Even if the document specifically authorizes the power to change estate planning documents you would have a strong argument in court that you should not have been disinherited, etc.

Normally POA are automatically revoked on death.
