My brother was sick, i signed for the right to make decisions for his health. is this as far as my authority goes. before he deceased, he registered me as next of kin on veteran documents. what does next of kin really mean to veteran administration

Your authority goes as far as either he provides or as provided by law. Since he gave you a Health Care Surrogate, your authority goes as stated therein, and possibly further if Florida Statute provides other rights to you he failed to list but may be otherwise provided.

As to next of kin, it sounds like he listed you as a surrogate there as well. It may have made it easier for you to use your authority with the VA. If so, you may get some authority for medical decisions with the VA. You should contact the VA directly to get this answer fully.
