Legal Question in Wills and Trusts in Florida

in the case of FL probate.. we received notice..someone who wasn't on the original notice of service now has "formal notice of (that person)....What does that mean?

If there was a publication, then that person has come forward as a potential heir.

It is a little confusing on what the notice was. Was it a Notice to Creditor, Notice of Petition for Formal Adminstration, or something else? Each means something and I can't tell which was received.
