Legal Question in Wills and Trusts in Florida

If their are cd's with beneficiaries names on them, can the executor cash it in to pay for bills without the beneificiaries signature? Also, when there are co-owners on a savings/checking account where one of the owners has passed away, can the executor take that money to pay bills without concent of the other two owners?

CDs & savings/checking accounts are held as Joint Tenants w/ rights of survivorship and belong to the survivor; not the estate of the deceased.
