If she refuses, she could be held in contempt. It wouldn't look very good for her then, especially if she wants to be appointed the Personal Representative.

If she refuses to give you a copy of the will or file for probate of the estate then you may do so and state that your father died without a will and you are entitled to one-half of his estate according to Florida Statute.
