How can I get a copy of My Mother's will? My sister is administrator and says she cannot find the will. The Will was made through Patrick Air Force Base

That is difficult if you do not know who might have it. If you do, and they refuse to file it with the court, you can petition the court to force them to do it.
As to locating who may have drafted it, you should consult with the lawyers as the Base to see if one helped her. They could produce a copy when supplying the requested information if they have one.
