If a dying person is transferring property at the end of their life, and they die before they can make that transfer, and the PR has to complete that transfer after death, does the property belong in the estate or not?

It depends on what the property is that is being transferred and what has to be done to complete the transfer. Seek legal advice with your paperwork.

The PR might not have to complete the transfer unless it is under contract.If the property is in the name of the deceased-it would be part of the estate.
