can I decline being the exciter of a will and if so how ?

No one is required to act as personal representative. It takes an affirmative act, you signing a petition asking the court to appoint you personal representative, for you to be appointed. Being named in a will as personal representative does not require you take that position. Of course, if the person naming you PR in their will is still alive I would suggest you inform them that you do not want the "honor."
