my father died without a will.we appointed my sister rep of estate. she has provided no accounting for estate finances even tho promised monthly accounting when appointed rep,refuses to answer any questions about estate and now refusing to disburse any funds to remaining heirs. what rights do i have as an heir and how do i enforce my rights. its been 2.5 yrs since dad passed away and estate no closer to being closed than when all thisstarted

You probably do have rights, and could bring it to the court's attention. However, you are going to need an attorney to investigate it, and pending what they discover, call for a hearing with the possibility of a petition to remove the PR.
You must have an attorney - you can petition the court to remove her as PR.
