Legal Question in Wills and Trusts in Florida

my fathers children may be left out.

our father is dying of cancer he has stated to his four biological children that his half of the estate he shares with my stepmother, will be left to my stepbrother, her only child. Is this legal? the estate is substantial. we feel he is doing this to protect her interest.
