in florida can you change power of attorney or executor without notice to the existing executor

You could, but definitely not a good idea.

Yes. However if you don't give notice to agent under a Power of Attorney, and they have the documents, they can continue to use it on your behalf until notified.
Executor doesn't require any notice.
