My minor daughter inherited money from her paternal grandmother. Her dad used old guardianship papers to get the money. Is this legal?

Maybe. It depends what the guardianship papers say and what rights were conferred upon him in that case and the order of the court.
If you feel he did something wrong, hire an attorney and contest his actions. Complaining here will not resolve your dispute.
