can someone legally obtain a copy of someones will before they are deceased if they desire for it not to be read before their death?

No. Keep in mind also that a will has no legal effect until the person dies. Therefore, even if you could, there would be no reason to even try to obtain a copy of the will, because the will has no legal meaning before death and the person can change it and/or revoke it until they die.
