Legal Question in Wills and Trusts in Florida

My Mom passed away 3 years ago. My step-monster and I got into it back then and have not spoke to him - he had the house appraised and bought another while my Mom was still in ICU. Anyways, I was in FL visiting my bio-dad - went to the cemetary where Mom is and brought flowers to be placed on her nitch - was told I am banned from sending or placing flowers on her nitch per my step-monster. I live in Arkansas, what are the FL laws regarding this - do I have legal recourse. Thanking you in advance.

property owners will refuse to grant an easement or even access to legitimate descendants and relatives of a person buried in a cemetery . In such cases, it is best to refer the matter to a law enforcement agency such as the sheriff's office, or possibly to elected officials, and ask that a proper easement be provided as the law requires.
