if a parent dies with credit card debt-is the child resposible to pay it

No, the estate is responsible.

Not unless the child was also on the credit card. If it was in the parent's name alone, then no. It will come out of the estate of the deceased parent.

Only those names on the promissory note are liable. Otherwise the credit card would need to collect from the estate during the probate process.
